New York man accused of $233,000 health insurance scam

New York State Police arrested a Wayne County man on numerous charges, including insurance fraud, after he allegedly filed 113 claims with UnitedHealthcare for treatments never rendered and received more than $233,000 in reimbursements.

handcuffs2newRyan T. Breen, 29, of Savannah, N.Y., faces up to 15 years in prison if convicted on all charges, according to the New York State Insurance Department.

An investigation by the department’s frauds bureau found that Breen allegedly submitted 113 claims to the health insurer for holistic treatments he said he received over three years beginning in February 2005. Investigators claim those treatments never occurred.

Breen allegedly completed a form used by professional health care providers, signing the forms using the name of another individual, identified as a former massage therapist, the department said. Many of the forms submitted to UnitedHealthcare requested payment for multiple claims.

An investigation began when the medical facility Breen listed on one of the forms contacted the health insurer about a payment it received, but never requested. Up to that point, investigators say, Breen had received direct payments from UnitedHealthcare.

Breen faces charges of insurance fraud, grand larceny and forgery and posted $10,000 cash bail, according to regulators. He is scheduled to appear in court June 4.
