New Jersey mayor indicted for keeping ex-wife on benefits plan

The mayor of Carlstadt, N.J., and his ex-wife were indicted by a Bergen County Grand Jury for leaving her on the borough’s health insurance plan after their divorce.

William Roseman and his former spouse, Lori Lewin, face three counts each, including third-degree theft by deception and second-degree official misconduct, according to the Bergen County Prosecutor’s Office.

In January 2008, the office’s Confidential Investigations Unit began an investigation into allegations that Roseman still had his ex-wife enrolled in the borough’s medical and prescription plans even though they were divorced in July 2000. Roseman had an obligation to notify benefits administrator Insurance Design Administrators of Oakland, N.J., within 60 days of the divorce, the prosecutor’s office said.

Roseman did not notify IDA of his divorce until January 2008, according to the prosecutor’s office, resulting in Lewin’s receipt of prescription benefits in excess of $7,000 under the borough’s plan and receiving medical benefits through 2003.

Roseman is also alleged to have failed to notifying IDA when he changed his address in 2001, when he moved out of his residence to a new location, but he still received mail at his former marital residence until January 2008. The state also alleges that as mayor of Carlstadt, Roseman presided over council meetings where funding for the borough’s medical and prescription plans were approved, while at the same time Lewin was allowed to remain on the benefits plan by the mayor.

Roseman and Lewin are scheduled to appear in court for arraignment in four weeks and face up to 10 years in prison if convicted on the most serious offense, second-degree official misconduct, according to the prosecutor’s office.
