Baltimore health claims clerk admits to ID theft, fraud scheme
A Baltimore, Md., woman working as a claims clerk for a health insurance adjuster has pleaded guilty to obtaining at least $174,000 in cash and merchandise by stealing the identities of some of the company’s clients.
Shanell Angelia Bowser, 30, pleaded guilty in federal court June 3 to stealing the identities to fraudulently obtain credit used to purchase items including clothing, electronics and other items, as well as cash, according to U.S. Attorney for the District of Maryland, Rod J. Rosenstein.
From August 2005 to November 2008, Bowser used her job to obtain unauthorized access to names, Social Security numbers and other personal identifying information of client-claimants, according to her plea agreement. Rosenstein’s office did not give the name of Bowser’s employer.
Bowser and her co-conspirators, also not named, used the information, as well as personal identifying information stolen from patients of a local health care provider and their relatives, to apply for credit by phone and online. The credit was used to obtain several personal items as well as mobile phones, Internet service and cable/satellite television service, Rosenstein’s office said.
Purchases made online were delivered to Bowser’s home, the homes of her co-conspirators, friends and families as well as to vacant homes. Bowser drove around Baltimore to locate vacant homes to use for the deliveries and would direct “runners” to pick up the packages for her and others, according to Rosenstein’s office.
Over the course of three years, Bowser and her co-conspirators used stolen identifying information of at least 207 individuals in at least 373 applications for credit. Of those applications, at least 125 fraudulent accounts were opened to make purchases in the names of 89 people, amassing at least $174,000 in goods and cash.
Bowser faces a maximum sentence of 30 years in prison and a $1 million fine for the charges against her when she is sentenced Sept. 25.
