Allegedly uninsured Maryland man faces charges in fatal accident

A Frederick County, Md., man faces numerous charges, including knowingly driving an uninsured vehicle, after hitting and killing a local college student.

Joshua Wayne Cool, 29, was also charged by the Frederick County Sheriff’s Office with negligent driving and failing to avoid a pedestrian collision, according to the Frederick News Post.

Cool’s parents, Joseph R. and Ann V. Cool, were also served citations for allowing their son to drive their car while uninsured and were compelled to appear in court, according to the report.  All three face a possible $1,000 fine, up to a year in jail, or both.

Police said Elizabeth DeNunzio, 22, was jogging down Old Emmitsburg Road in Emmitsburg, Md., April 28, when she was hit by a 1995 Nissan pickup truck driven by Cool. According to the sheriff’s office, she was jogging south against the flow of traffic as close to the edge of the pavement as possible as the road has no paved shoulder. Officials said she was not listening to a music player at the time of the accident.

DeNunzio was a senior at Mount St. Mary’s University in Emmitsburg, and was two weeks away from graduating.

The Frederick County Sheriff’s Office has ruled out driving speed and alcohol as factors in the crash, according to the News Post.

In addition to the charges against him, Joshua Cool was fined $280 for the negligent driving charge and $110 for failure to avoid a collision.
