Oneonta man charged with arson, insurance fraud after house fire

An Oneonta, N.Y., man could spend up to 15 years in prison following allegations he intentionally set a fire that destroyed his home and also injured two firefighters to collect insurance money.

Donald R. Kropp, 33, was arrested by Oneonta police and faces charges of third-degree arson, second-degree insurance fraud, two counts of second degree assault and first degree reckless endangerment, according to the New York State Insurance Department.

The assault charges stem from injuries sustained by two Oneonta firefighters, hurt trying to extinguish the blaze July 23.

Kropp’s arrest came after a two-week investigation into the fire, which was determined incendiary in nature by the Oneonta Fire Department. Insurance fraud personnel also partnered in the investigation.

The home, where Kropp lived with his wife and two children, was insured for more than $500,000, according to the insurance department. Kropp filed a claim with his insurance company, New York Central Mutual Insurance Co., for losses following the fire, but that claim was never paid.

The fire caused significant smoke, water and fire damage, mostly on the first floor of the home. Oneonta Fire Chief Robert Barnes determined that the fire was started in a first floor room being used as a bedroom.

No one was home at the time the blaze was discovered by a neighbor and an estimated 75 firefighters from Oneonta and surrounding communities were needed to fight the fire.
