Louisiana agent accused of stealing $2.9 million in auto policy scheme
An independent agent from Louisiana is under arrest in what state officials allege was a detailed scheme to steal $2.9 million by issuing 85 fraudulent commercial auto policies.
Jolie R. Bonvillian, 40, of Violet, La., was arrested by Louisiana State Police Dec. 8 and faces 424 counts of forgery, 339 counts of bank fraud, 85 counts of insurance fraud and three counts of theft.
State police say an investigation began when troopers from its insurance fraud/auto theft unit received a complaint from Progressive Insurance Co., concerning an “unusually large” number of commercial auto polices generated by Bonvillian.
An investigation revealed that Bonvillian generated 85 fraudulent policies using fake names, international drivers license information and vehicle information. The Progressive auto policies were created to facilitate 339 bogus premium finance agreements, authorities said.
During its investigation, the Louisiana State Police said they also found that Bonvillian misappropriated premium payments made to her for legitimate insurance policies. The Louisiana Department of Insurance estimates that $149,426 was misappropriated by the agent.
Louisiana regulators issued Bonvillian a cease and desist order, requiring her to terminate all insurance activity. The department also issued a summary suspension of her license and a $21,250 fine notice as well.
Department records indicate that Bonvillian was issued property, casualty and vehicle damage licenses in August 1993, which were valid until the summary suspension.
Her license will be permanently revoked 30 days from the time of notification unless a hearing is requested before the department.
