The owner of an Aurora, Ill. insurance agency is facing federal charges in connection with a murder-for-hire scheme.

Jack Mann, 41, appeared in federal court Jan. 19 to answer the charges of plotting to have a prosecutor and U.S. Drug Enforcement Agency agent killed, according to the Chicago Sun-Times.

Also charged in the scheme was Frank Caira, 39, of Downers Grove, Ill., a defendant in a drug case involving the targeted prosecutor, the newspaper reported.

Both Mann and Caira were arrested last week following an investigation by the U.S. Marshal’s Service and the FBI.

Citing court documents, the Sun-Times said as part of the plot the pair tracked down addresses and photos of the targets to be handed over to a hit man. Caira contacted Mann when he became frustrated with the possibility of facing a long prison sentence.

After trying to work out a plea deal with the prosecutor, Caira allegedly approached Mann, who the paper reported is accused of trying to hire a hit man who has ties to a Chicago street gang and has served prison time for murder.

That man’s defense lawyer disclosed the scheme, the newspaper said, and wearing a wire, met with Mann on Dec. 27, 2009. At that meeting the insurance executive discussed murder plans and his frustrations with Caira over getting paid, court papers said.

According to the website of Mann Insurance, Jack Mann has been a “trusted insurance advisor” in 26 states and his business offers insurance to the communities of Naperville, Rockford, Chicago, Springfield, Orland Park, Oak Lawn, Evanston, Waukegan, Oswego and Plainfield.

The agency, founded in 1976, offers commercial, benefits, personal, life and environmental insurance.
