A national insurance producer registry, operated by an organization of state insurance commissioners, has processed its 100 millionth licensing transaction.

The National Insurance Producer Registry (NIPR) Gateway tool, a communication network that electronically links state insurance departments with the entities they regulate, was incorporated as a nonprofit arm of the National Association of Insurance Commissioners (NAIC) in October 1996.

The registry’s goal has always been to improve licensing efficiency among states, an endeavor made all that much important for the NAIC as Congress continues to debate how much federal regulation of the insurance market is appropriate. Bills before Congress call for everything from shared regulation to a complete shift to the federalization of insurance regulation.

“Hitting this benchmark is a key milestone for NIPR and demonstrates that our products and services are vital to the daily operations of the insurance industry,” said NIPR Executive Director Maryellen Waggoner in a statement. “Given the clear demand for technological advancement from insurance carriers, producers and the states, we stand committed to expanding and improving our digital capabilities.”

The Gateway tool facilitates compliance activities such as new licensing, license renewals, appointments/terminations and address changes among producers and state insurance regulators. The Gateway tool is designed to improve the effectiveness and efficiency of the state licensing process among all parties through automation, standardization and reciprocity.

In the last year, NIPR has added the Attachments Warehouse, which works in tandem with the Gateway, to facilitate the submission of thousands of transactions, including Background Questions Supporting Documentation and Reporting of Actions, to the state licensing departments, according to NIPR.

“Our vision of one-stop shopping is becoming more of a reality as we actively monitor trends and expand our digital offerings,” Waggoner said, noting that “real-time licensing information” is available to 25% of the jurisdictions served by NIPR.

The NIPR developed and implemented the Producer Database and Electronic Appointments/Terminations among state insurance department.
