After less than two years on the job, the head of the Nevada Division of Insurance has resigned from that post.
Scott J. Kipper resigned from the position, effective June 2, according to a statement by Dianne Cornwall, director of the Nevada Department of Business and Industry, which oversees the insurance division.
“It has been a privilege to serve the people of Nevada in this capacity,” Kipper said in a statement. “This division provides a vital service to the state, and it has been an honor to oversee it for the last year and a half.”
In December 2008, Kipper replaced Acting Commissioner Betty Baker, who succeeded longtime insurance commissioner Alice Molasky-Arman when she retired. Prior to his appointment, Kipper served as Oregon’s insurance administrator and as a deputy commissioner for the Louisiana Department of Insurance, in charge of the office of health insurance. In the latter role, he led the development and implementation of emergency rules following Hurricanes Katrina and Rita, according to Cornwall.
On June 2, Brett Barratt will become acting commissioner for the Nevada Division of Insurance. He joined the division in February 2005 as counsel and hearing officer. Last year, was promoted to chief insurance assistant. A member of the Nevada Bar since 2003, Barratt has practiced bankruptcy law, creditor’s rights, reorganization and civil litigation.
“Brett is involved with virtually all aspects of state insurance regulation, including the legislative process, which is a valuable asset,” said Cornwall. “His extensive experience will help ensure a smooth transition of leadership while maintaining the stability of this important regulatory agency.”
Cornwall added that a nationwide search for a new insurance commissioner has been launched and that Barratt will serve in an acting role until a final appointment is made.
