The Delaware Department of Insurance has scheduled three public hearings in May to address the proposed affiliation of Blue Cross Blue Shield of Delaware with Highmark Inc.

Delaware state attorneys appear to have negotiated a deal permitting a public review of financial projections for Blue Cross Blue Shield of Delaware in connection with its planned affiliation with Pennsylvania insurer Highmark Inc.

Blue Cross Blue Shield of Delaware is affiliating with Highmark Inc., Pennsylvania’s largest health insurer, in a deal announced less than a week after its interest in finding a strategic partner was made public.

Taylor Johnson Insurance Group has affiliated with Towne Insurance Agency in a deal that will give the wholly owned subsidiary of Hampton Roads, Va.-based TowneBank a foothold on risk management services, the two companies announced.
