Independent Health Association ranked highest in member satisfaction with health plans in the New York-New Jersey region for a second consecutive year, according to an annual survey.
Group Health Cooperative and Health Alliance Plan topped the list of HMOs with fewest problems for members in a Consumer Reports survey conducted every other year.
Three subsidiaries of EmblemHealth of New York, N.Y., had their ratings downgraded by A.M. Best because of insufficient reimbursement levels for state-sponsored plans, meaning problems for its medical loss ratio.

Agencies have been forced to lay off employees, limit products and services, shift to other lines, and have seen significant drops in compensation.
